If the Clarksville Town Council ever decided to move Town Hall, one relocation option could include the Peddlers Mall at 900 Eastern Blvd.
 

 

 

I heard that Clarksville Redevelopment at the most recent meeting agreed to buy property at 900 Eastern Blvd.

If so, that is a very wise move.

It has been in serious tax delinquency for a long time.

No tax sale, an offer to the property owner.  Have not seen the property description, so I don't know if it is 10.6+ acres...might be more...might be less.

If it is the targeted parcels, they add up to around 10.6 acres + or 

and have a tax delinquency of over $275,000.

 

The town may be able to buy it, get a tax deal, and then make the move.

They will need an updated plan if  they anticipate the discussion.

Breakfast Club Economic Urban Infill Watch

 

1.) What is the current estimated value

     of the town government buildings, and the vacant

     land at the current Veteran's Parkway location?,

2.) What will be the acquisition cost and building cost of the new

     town government digs at the old Peddler's Mall/Value City area?,

3.) What is the significant long term economic impact and overall benefit

     of  the urban infill projects ?

4.) A larger water feature can be added to

    the existing new 3 acre park by the old Value City site,

    or planned into an additional location of the growth for a dual

    water retention green area,

    so that the Canadian geese tourists can frolic!

I have an idea. Sell the excess land, and use it to pay down any current redevelopment debt on Veterans Parkway. Then expire the tif and release those assessed values back to all the taxing units.

Hasn't this Eastern blvd property deal been going for a few years? I remember hearing of plans for a park at the peddlars mall location at least a year ago, seems like they even had drawings of it, if so, it's a park and nothing more, no relocation of town hall.

I thought that was to remain  "a drive-by green thingy" rather than be productive ?

The "Three Step Plan" should be at least discussed.

I would prefer it to remain "a drive-by greeny thingy". Actually, I would prefer something be done with it as opposed to just being a big lawn, but I would like it to be more like a park like/garden thing. I like the townhall where it's at, but I am only one man. Everybody else should voice their opinion on the matter. More importantly, they should show up at the town Council meetings and voice their opinions during public comment.

Also, it has been discussed that the property would be deeded over to the RDC. I'm not sure I like that idea. I would prefer any proceeds for the sale go into the general fund to help pay off our debt and maybe help retire the TIF district. Councilman Fisher had the right idea talking about paying down bonds with the proceeds.

Could the bonded indebtedness for the town hall, etc.,

that is in place be paid off from the sale of the 'drive-by green space thingy' areas?

 

Can the taxes gathered from the new private businesses that will locate at the current site

make the bond payments on the current town government buildings?

 

What would an analysis show?

Sell the green space?

Sell the green space and the town government buildings?

Build new  town government buildings at the Peddlers Mall area with the proceeds

AND pay down debt?

 

What are the various options?

 

A complete and thorough study needs to be examined.

Veterans pkwy is a thriving area, years ago, it was a swamp......now Eastern blvd is a swamp in its own special way. I'd love to see town hall move there, and revitalize that area, but I don't think that will happen. I've heard a little bit about what the intended uses for the run down property on eastern may be, and that might be nice, too. Either way, I'd gladly give up a grassy lawn to see other parts of our town revitalized.

Clarksville redevelopment director resigns

CLARKSVILLE — Officials in Clarksville are on the move to fill another position, this one of redevelopment director.

Nick Lawrence, who had been with the town since January 2013, put in his resignation notice earlier this month and worked his last official day Tuesday. On Wednesday, he started in his new role as vice-president for economic development with the Wheatley Group, LLC, based in Sellersburg.


“We will genuinely miss Nick,” Paul Fetter, Clarksville Town Council president, said. “He has been a great asset to the town of Clarksville.”

Lawrence helped see the town through the forming of the South Clarksville Redevelopment plan, the Court Avenue Extension project, plans for the Clarksville Aquatic Center and and additional parking lot at Little League Park.

Last June, he worked on a bond issuance totaling $11.5 million which grouped all of the expansion projects in the TIF district to a uniform expiration date of 2038.

Clarksville plans for development on Town Hall property
Land transferred to Redevelopment Commission to handle the process

CLARKSVILLE — Preliminary steps are in place for redeveloping two unused parcels
in front of Town Hall in Clarksville.

At a town council meeting this week,
the council voted 5-2, with Councilmen
David Fisher and John Gilkey opposed,
to deed the two parcels to the Clarksville
Redevelopment Commission to handle the potential sale.

“The property that's available
the property in front of the Town Hall — has been vacant
pretty much since the beginning,” Council President Paul Fetter said.

“Originally there were plans on the table to build out the complete campus, but the campus is built out as far as it's going to be built. If we needed to go in the direction with any more additions to the municipal property, we could expand in a different direction instead of toward Veterans Parkway,
where the use is primarily commercial.”

Before the land is open to proposals from prospective buyers and developers,
it has to be surveyed and appraised. Sharon Wilson, Clarksville planning director,
said her office is in the process of drafting the requests for proposals
and expects them to be finished within several weeks.
She said the proposal requests do not specify
that the entire property needs to be used
for retail or commercial spaces.
“The proposal request is leaving it fairly open so that people can propose different uses for it,” she said.
She added that part of the request draft stipulates that 30 percent of it be open.
