to left-wing activists like La Raza.

Republicans talk often about using the “power of the purse” to rein in a lawless Obama administration. If they mean it, they ought to use their year-end spending bill to stop a textbook case of outrageous executive overreach.

This scandal comes courtesy of the Justice Department,

which for 16 months has engaged in a scheme

to undermine Congress’s spending authority by independently transferring dollars

to President Obama’s political allies. The department is in the process

of funneling more than half-a-billion dollars to liberal activist groups,

at least some of which will actively support Democrats

in the coming election.

Separation of Powers problems in DC as well!

 It works likes this: The Justice Department prosecutes cases against companies. Those companies agree to settlements that include financial penalties. Then Justice mandates that at least some of that penalty money

be paid in the form of “donations” to nonprofits that supposedly aid consumers and bolster neighborhoods.
This is the Obama administration riding roughshod over the most basic of congressional powers—those of spending and oversight. Adding to the insult, Justice is routing money back to programs that congressional Republicans deliberately stripped of funds. In 2011 Republicans eliminated the Housing Department’s $88 million for “housing counseling” programs, which spread around money to groups like La Raza. Congress subsequently restored only $45 million, and has maintained that level. These bank settlements pour some $30 million into housing counseling groups, thereby essentially restoring all the funding.

It’s also a classic Obama end run around the law. House Judiciary Chairman Bob Goodlatte, who has spent a year investigating and pushing back against Justice’s slush fund, has noted that the Miscellaneous Receipts Act requires money received by the government from any source to be deposited in the Treasury.

Directing to give money to third parties is a slippery way of evading that statute.

Some observations by individual's posting
in the comments section of the WSJ article:
"Justice’s own internal guidelines

discourage donations to third parties,

precisely because of the risk it “can create actual or perceived conflicts of interest and/or other ethical issues.”

 

"The rule of law means nothing to this administration.

They do what they want and dare anyone to stop them.

It's the Alinsky way of getting what you want;

just shove it down their throats! The lack of genuine opposition is baffling.

Republican's refusal to stand up to blatant lawlessness is a dereliction of duty to the citizens they supposedly represent."
 

 

"The Trump administration justice department will directly go directly after la Raza, etc."

The support

for the Contras against  the Soviet Union's

illegal  Sandinista puppet communist regime and army in Nicaragua

was a decision based upon the long standing  "Monroe Doctrine"

and the "Truman Doctrine".

 

"European powers can not support nor supply 'standing armies' in the Americas".

The Contras were empowered by the USA

to overcome the illegal Boland Amendment.

Admiral Poindexter, Colonel North, and General Secord are decorated America military heroes.

They honorably served to help keep us safe. Their legacy should not be denigrated.

 

The DOJ's activities are exposed by the WSJ article.

The abuse by the improper policies of the current federal  government

to extort money from companies and then use the money for illegal  domestic policy activities

The actions invoked in Nicaragua

were the same as President  John F. Kennedy's

use of the doctrine in the Cuban Missle  Crisis in 1962

when the Union of Soviet Socialist Republics'  Marxist government

was establishing a puppet regime in Cuba.

The Monroe Doctrine

The Monroe Doctrine is a policy of the United States introduced on December 2, 1823.
 
It stated that further efforts by European nations to colonize land or interfere with states
in North, Central,  or South America would be viewed as acts of aggression, requiring U.S. intervention.
 
The Doctrine was issued at a time when nearly all Latin American colonies of Spain and Portugal had achieved independence from the Spanish Empire (except Cuba and Puerto Rico) and the Portuguese Empire. The United States, working in agreement with Britain, wanted to guarantee no European power would move in.

President James Monroe first stated the doctrine during his seventh annual State of the Union Address to Congress.
It became a defining moment in the foreign policy of the United States
and one of its longest-standing tenets,
and would be invoked by many U.S. statesmen
and several U.S. presidents,
including Theodore Roosevelt,
John F. Kennedy,
Lyndon B. Johnson,
Ronald Reagan,
and many others.
