The article states six of the city council members approved forming a five member Port Authority Thursday. A final reading will probably be voted on next month. If passed on the final reading the new Port Authority "would be charged with overseeing recreational and commercial development of the riverfront." The article goes on to say "The Port Authority would control railway and boating development within city limits, and could approve bonds to foot projects related to those sectors."
